[ARES] Winlink in the SET

I would like to thank all those who attempted to participate in the SET via 
Winlink.  If you sent a message to me I almost certainly got it and replied 
to most of them if it was indicated.

After talking to Lowry it became clear that GEMA had significant computer 
and trained operator issues at the SOC.  When this was coupled with the 
poor band conditions and the need to relay from HF to VHF and back it 
became too difficult to stop and focus on Winlink.  I know Lowry would be 
very interested in hearing from any Hams in the Atlanta are who would be 
interested in taking an active role in the integration of Winlink into the 
GEMA SOC system.  Please contact either Lowry KM4Z <km4z at winlink.org> or 
Tom KG4VUB <kg4vub at winlink.org>.

Despite the problems messages did flow from GEMA to hams in the field and 
back.  Some of these traveled via RF on Ham frequencies.  I therefore think 
the test was a limited success.

I want to propose a more significant and longer term role for Winlink on a 
weekly basis.  Specifically, I want those who run and call the Weekly State 
ARES net on 3975 to find and implement a way for any station in Georgia to 
check in to the state net via Winlink.

I am willing to be primary Winlink net control and receive check ins and 
traffic during the hour prior to the net.  However, I will need access to a 
station who can relay these check ins to the HF portion of the net.

The simplest way to do this is to get those Net Control Stations who have 
internet access to become active on Winlink via the Airmail Telnet client 
or to provide me with an alternative email address.  Then I can relay these 
prior to the start of the net.

Here is the procedure I think should be used.

Beginning one hour prior to net Winlink checkins are accepted for 45 minutes.

At 15 minutes before net start a single message with the checkins listed is 
sent to net control.

Any traffic will be sent as individual separate messages formatted in ARRL 
format so that net control can relay them easily.
