Its not "testing" anymore. Their testing was completed
in previous years. It is now depended upon for
communications.  Well past the testing stages. 
Winlink is new for Georgia but it is an established
process that has been in use for years in several
applications.  

It doesn't take a disaster to be a situation where
wireless (amateur HF/VHF/UHF/SHF frequencies or
otherwise) communications methods can add value. 

Good example of how using the correct tool to solve a
problem will result in excellent benefits.
