[GA ARES] Georgia Digital Network Alternative (Again)

Folks,

A about a week ago I posted the following message, but due to the
attachment size I am not sure it went through the system. This is a
followup just
in case.

Attached is an alternative plan for building a digital network for the
state. While no document is 100% comprehensive, I tried to cover many
different technology options. Ideally, some subset of these
technologies would be embraced by GA-ARES and communicated to the
membership.

Keep in mind that the technology base is one that should also be able
to take advantage of the GPB resources that will be coming available.
