[GA ARES] emcomm responsibilities

At the Gwinnett ARES meeting last month I mentioned some of the items
that was learned via the HSMM conference call... Here is some more
info from the HSMM group. This is a HUGE change for some folks
involved in emcomm.

Let me restate something I recently learned.

In general, we will no longer be called upon to provide intermediate or
long-range voice comms for incidents or disasters in a primary sense.
Where our best contributions lie is in short-range and tactical comms
with emphasis on digital capabilities and relatively secure voice.

DoD can and will deploy within 12 hours and will bring satcomm hardware
that'll provide high bandwidth voice and data over long distance.  The
incident command will have VoIP or SIP telephony, videoconferencing and
Google on the Desktop at that point.  What they will lack, even then, is
competent tactical comms from folks who use the gear every day.

There may be a quiz next class period.
