GEORGIA ARES HURREX EXERCISE



Attention all amateur radio operators in the State of Georgia.



On Saturday March 10, 2007 Georgia ARES along with the Georgia National

Guard will be sponsoring a hurricane exercise (HURREX).   Georgia is

long overdue for a major hurricane strike and this could be the year. 

We ask you to prepare and participate.  According to Dan Brown the

ESF-2 (communications) Director at GEMA amateur radio  is still a

valuable resource and we need to be prepared to do the job when all

else fails.  Please join us, test your gear and your skills.  The

results of this exercise will be used in a report to GEMA and the

National Guard to show our readiness status.



Purpose:



The purpose of this exercise is multifold.  



To give ARES-MAT the opportunity to work as an alternate communications

link for the National Guard JOC and to supply primary communications to

forward deployed units.



To give the general Amateur Radio community the opportunity to

participate in a state sponsored drill, to assist in passing traffic

through the ARES nets, to provide real time intelligence from areas

where amateur radio operators may still have functional stations, to

test the ability to properly pass tactical traffic, and to test the

ability of amateur radio to work under emergency conditions.



To activate SKYWARN and use it to provide real time information to

served agencies.  To test the SKYWARN system under large scale

emergency conditions.



To test the capability of other modes such as Winlink 2000, and CW.



To deploy the Icom D-Star system and explore its use in emergency

communications.



To prepare a report that better describes our services and capabilities

in emergency communications and use this report to further improve our

readiness posture and provide our served agencies a snapshot of our

capabilities and capacity. 



To give EC's/EOC's the opportunity (and to encourage them) to train

during a statewide exercise.



Scenario:



This will be a category IV hurricane hitting the Georgia coast.  ARES

and the amateur radio community will provide resource information along

with real time intelligence from certain areas throughout the exercise

period.  SKYWARN will be activated and used to provide realtime

intelligence such as weather and weather related damage.  CW and

Winlink 2000 will be used to pass tactical traffic to their respective

Net Control Stations.  The Icom D-Star community will develop and test

emergency communications protocols.  There will also be a blackout area

where only stations on emergency power may check-in.  There will be

x-amount of counties until this restriction (number and name to be

given out at the beginning of the exercise).  If this exercise repeats

different counties will be chosen each time.  Blackout counties will

not be able to use repeaters or the internet and should not use cell

phones unless such circumstances necessitate.  In addition neighboring

states should be invited to check in and participate since an event

this large may cover more than one state.



Time:



The exercise will be held Saturday March 10, 2007. Stand-up time will

be 0800 lcl and endex time NLT 1600 lcl.





Required Information:



First this is not a contest.  The winner(s) will be the person(s) who

are the most honest.  We are looking for a snapshot of our capabilities

and inflating numbers or falsifying information will only hurt us in

the long run.
