Level 1 in the new book represents a significant change from previous edition with no explanation or rationale provided (that I can find). Are the previously certified Level 1 people no longer certified? Who is “grandfathered” in for what? Do new people follow these new requirements while previously certified Level 1 and Level 2 remain certified at their level? Are all required to “re-do” their previous task books? During a national SEC call, the Director of Emergency Management told us that the previous Task Book does not carry over to the new Task Book.
However, any tasks that are the same in both versions and have been completed, documented, and approved for the old Task Book do not need to be repeated for the new Task Book.
